"Therefore, to prepare for the future development of IEEE in Russia, an additional step has now been taken. In February, the Regional Activities Board of IEEE approved the formation of two additional Sections in Russia. One, called Russia (North West), covers the area around St. Petersburg, and the other, called Russia (Siberia), covers an area incorporating such cities as Novosibirsk, Tomsk and Irkutsk"
