Dr., Law School of the University of Ghent, 1986; Professor of international law at the Vrije Universiteit Amsterdam, 1988-1991 and became professor of international law at the University of Ghent, Belgium in 1991. He also taught European law and institutions at Vesalius College of the Vrije Universiteit Brussel, 1995-2001.
