Director of the Turkey Program at the Brookings Institution's Center on the United States and Europe and an adjunct professor at the Johns Hopkins University School of Advanced ·International Studies (SAIS). Prior to joining Brookings, he was assistant professor in the European Studies Department of SAIS and a consultant at the Robert F. Kennedy Center for Justice and Human Rights.
