Dr. Jin was born in Zhejiang, China in September 1962. He received the B.S. Degree from Zhejiang University, China in 1982, the M.S. Degree from Hangzhou Institute of Electronic Engineering (now Hangzhou Dianzi University) and the Fifteenth Research Institute of Ministry of Electronic Industry, China in 1984, and the Ph.D. Degree from Nihon University, Japan in 1992
