born in Strasbourg, France, 1923 ; educated at the University of Strasbourg (evacuated to Clermont-Ferrand, 1940) and, after the war, at the Univ. of Montreal ; Veteran World War II ; French Military Mission, Interallied Control Council, Berlin, 1945 ; Appointed in 1945, Junior Assistant to Wilfred Jenks, then Legal Adviser, International Labour Office ; Chief, Legal Division (later Deparment) (1956-1963) ; Legal Adviser, promoted to Assistant Director General (1970-87) ; Representative of the International Labour Office at United Nations meetings and diplomatic Conferences (Red Cross, Vienna Conventions, Law of the Sea, Council of Europe, etc.) ; Lecturer at the Hague Academy of International Law ; Member of the Institut de Droit International since 1979 ; Member of the boards of the French Society of International Law, the International Institute of Human Rights (Strasbourg), the French Institute of Administrative Sciences ; Vice-President of the Association internationale de la Fonction publique ; Member of the Conseil academique de l'Université de Genève (Stand: 1989)
