In 1808 the Admiralty appointed a committee of three naval officers with surveying experience (Captains Sir Home Popham, Thomas Hurd and Edward Columbine), known as the Chart Committee, to review all available charts, whether published privately or by the Admiralty, and to select a suitable collection for issue to the fleet.
