Jia, Shiyi

1887–1965

賈士毅（1887―1965），字果伯，號荊齋。江蘇宜興萬石小塘村人。民國時期的財政學家，青年時東渡日本明治大學求學，獲政治學士學位。求學期間，清朝政府授予其「法政科舉人」頭銜。歸國後在民國政府擔任要職，並熱衷於教育事業，擔任民國多所大學專任教授，促進民國財政學發展。曾著《民國財政史》、《民國續財政史》等書，被學界奉為研究民國財政的開山之作 - Mr. Chia was born in I-hsing (宜興) , Jiangsu (江蘇), China in 1886. Chia Shih-yi graduated from political science department of Meiji University (明治大學), Japan. Mr. Chia was appointed as a chief of accountins, department of Ministry of Finance in 1913, and the following year - councillor to the Ministry. In 1914 he was also an acting chief of department of taxation. From 1918 Mr. Chia served as a director of Bureau of National Debts, and chief of general affairs department of Ministry of Finance since 1920. In 1920 Chia Shih-yi resumed his office as a superintendent of Zhenjiang (Chinkiang) Customs and concurrently Commissioner of Foreign Affairs. He attended the Washington Conference as expert member in 1921. After he returned to China in 1922 and was reappointed superintendent of Zhenjiang (Chinkiang)Customs and concurrently Commissioner for Foreign Affairs.
