B.S. in physics from the National University of Colombia in 1981, a M.S. in physics from Georgia Institute of Technology in 1983, and a Ph.D. in physics from the University of Maryland in 1999; Associate Research Scientist, since 2000 at the Institute for Research in Electronics and Applied Physics. He has been the leading experimentalist on the University of Maryland Electron Ring since joining IREAP, University of Maryland, College Park; Member of the American Physical Society and the American Association of Physics Teachers
