Keller-Noëllet, Jacques
Jacques Keller-Noëllet graduated from the Institut d’Etudes Politiques (Paris) in Public Law. He worked in the Cabinet of the French Minister of Justice (1965-1967) and then entered the European civil service as Administrator at the General Secretariat of the Council. He was later appointed Director at the Cabinet of the Secretary-General. In this capacity he worked, from 1981 to 2003, as Secretary of the European Council and was directly involved in the successive intergovernmental conferences (Single Act, Maastricht, Amsterdam, Nice, Constitutional Treaty and Lisbon). In 2003, he was appointed Director-General. He is a senior fellow at the Egmont Institute in Brussels.
