Educational politician, best known for his analysis and conflicts of education policy in Hong Kong and the East Asian Region; President of the Hong Kong Institute of Education (HKIEd) until July 2007; taught at the Univ. of Hong Kong from 1976, was Dean of the Faculty of Education there from 1986 until 1992, and became Chair Professor in Curriculum Studies in 1997; served on the Government Education Commission from 1988 to 1993; was Deputy Director (Academic) at the HKIEd from August 2000, and in 2002 became the President

Joined the Institute in August 2000; BEd (Economics), MSc (Sociology of Education) and DPhil respectively from the University of Leeds, the CNAA (Council for National Academic Awards), and the Univ. of Sussex; from 1986 until 1992 he was Dean of the Faculty of Education and from 1997 to 2000 he was a Chair Professor in the Dept. of Curriculum Studies at HKU
