he joined the Department of External Affairs in 1969 and worked in Paris and at the UN in New York; in 1980, he was seconded to the Privy Council Office as Assistant Secretary to the Cabinet, where he served as Foreign Policy Advisor to Prime Ministers Trudeau, Turner, and Mulroney; in 1986, Fowler was apointed Assistant Deputy Minister in the Departement of National Defence and was Deputy Minister of Defence between 1989 and 1995; from 1995 to 2000 he was Ambassador to the United Nations, and he represented Canada on the Security Council in 1999 and 2000, before being cross-posted to Italy; he was the Personal Representative for Africa of Prime Ministers Chretien, Martin, and Harper.
