Former Additional Secretary in the Cabinet Secretariat, Government of India; after earning diploma of Advance Proficiency in Chinese from Jawaharlal Nehru University, New Delhi he completed an Intensive Introductory and Advanced Diploma Course in Mandarin from the University of Hong Kong; he is presently a distinguished fellow at the Centre for Air Power Studies (CAPS), New Delhi and a member of the Core Group on China of the Indian Council of World Affairs (ICWA))
